PROGRAMME FINANCE AND REPORTING ANALYST

ABOUT THE ROLE
The Programme Finance and Reporting Analyst will serve as a key financial management professional within UNEP, driving excellence in budget oversight, programme monitoring, and data-driven reporting. This position is ideal for someone who thrives in a dynamic UN environment and is passionate about translating complex financial data into actionable insights for senior management.
KEY RESPONSIBILITIES
Financial Oversight and Analysis
Monitor and verify all budgetary commitments and financial transactions within UMOJA, analyzing implementation trends and providing strategic recommendations to programme managers. Conduct comprehensive reviews of programme and project submissions to ensure full alignment with organizational guidelines and objectives. Identify discrepancies, request clarifications from relevant departments, and prepare detailed summary reports with actionable recommendations.
Programme and Project Management
Establish and maintain robust monitoring frameworks through scheduled reporting cycles, strategic review meetings, and field missions. Independently manage the complete spectrum of programme and project documentation across all lifecycle phases, exercising sound judgment and seeking guidance only in exceptional circumstances. Track legislative resolutions and policy decisions that impact programme content, ensuring all relevant databases reflect programmatic and regulatory changes.
Data Management and Intelligence
Research, compile, and analyze portfolio data to highlight critical issues and emerging trends for management consideration. Design and implement monitoring checklists that track project development stages, funding sources, and required follow-up actions. Develop and maintain specialized information products for the unit while supporting the broader organization's information-sharing objectives. Supervise and train general service staff on data management protocols while ensuring consistent data governance and accuracy.
Reporting and Advisory Support
Prepare financial information in response to oversight queries from Corporate Services Division, UNON, donors, and other authorities. Provide technical guidance on WBSE creation and Umoja-IPMR alignment with financial dashboards. Review GEF co-management reports and escalate identified variances to appropriate management levels. Participate in GFMTS data working groups and process improvement initiatives.
Portfolio Management
Lead project closure procedures for MSP and FSP portfolios while providing technical support for EA portfolio operations. Conduct clearance reviews for annual audit reports and project inventory reports. Incorporate annual fee income projections, sectional expenditures, and project expenditures into financial dashboards. Support the design, development, and maintenance of task pooling systems.
Visualizations and Communications
Assist with creating data visualizations and updating information materials including web pages and promotional materials.
REQUIRED QUALIFICATIONS
Education
An advanced university degree in Administration, Accounts, Finance, or a related field is required. Alternatively, a bachelor's degree combined with a minimum of two years of directly relevant professional experience will be considered.
Professional Credentials
Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent professional accounting credential is mandatory. Certification in Microsoft Data Analysis is required. Certification in Advanced Financial Modelling is essential.
Professional Experience
Minimum five years of demonstrated experience in Project Administration, Finance, and Budgeting. Proven expertise in information management, database systems, and Power BI analytics. Hands-on experience with Enterprise Resource Planning (ERP) systems, specifically SAP with focus on Grantor and Fund Management Modules and Business Intelligence reporting. Strong background in budget planning, analysis, and monitoring. Previous experience managing Global Environment Facility (GEF) projects is required. One or more years of experience in data analytics or a closely related discipline is highly desirable.
Language Requirements
Full professional fluency in written and spoken English is essential. This is a requirement for all UN Secretariat positions.
