INTEGRATED MAINTENANCE STRATEGY AND IMPLEMENTATION CONSULTANT United Nations Children's Fund (UNICEF) Global Programme Division, Immunization 7-Month Assignment Nairobi, Kenya (Remote with travel as required) Requisition: 593216 ABOUT THE ROLE UNICEF is seeking an experienced Integrated Maintenance Strategy and Implementation Consultant to address critical gaps in health technology maintenance systems across primary health care facilities in low- and middle-income countries. This assignment focuses on developing, piloting, and operationalizing coordinated maintenance frameworks that enhance equipment reliability, service continuity, and health system resilience. THE CHALLENGE Health facilities across the globe struggle with fragmented maintenance approaches affecting essential equipment including cold chain systems, medical devices, oxygen infrastructure, ICT networks, waste management, and renewable energy solutions. These challenges result in high equipment downtime, insufficient preventive maintenance, and disrupted critical services. Maintenance responsibilities often remain scattered across departments without proper coordination, leading to inefficient resource use, duplicated efforts, and weak accountability for equipment performance. This assignment will generate evidence-based solutions that bring together multiple health technology domains under a unified, efficient framework. Working across pilot countries, you will conduct baseline assessments, develop operational models, strengthen technical capacity, and document scalable approaches tailored to diverse country contexts, including fragile settings. Your work will establish sustainable governance mechanisms, improve government ownership, and create resilient primary health care systems. WHAT YOU WILL ACCOMPLISH You will lead the development and implementation of integrated maintenance approaches across multiple countries, conducting comprehensive health technology assessments covering equipment inventory, workforce capacity, governance structures, financing mechanisms, and service delivery models. You will support pilot country implementation through capacity building and technical assistance to national and sub-national stakeholders, while facilitating strong stakeholder engagement with ministries of health, development partners, private sector actors, and development agencies. Additionally, you will produce high-quality technical documentation including concept notes, operational frameworks, guidance materials, and learning reports, while maintaining rigorous project coordination across multiple teams, countries, and time zones. QUALIFICATIONS REQUIRED Education: Master's degree in Engineering, Public Health, Supply Chain Management, Business, or related field. Alternatively, a Bachelor's degree with at least 10 years of qualifying professional experience will be considered. Experience: Minimum eight years of relevant professional experience in immunization supply chain management, health systems strengthening, health technology management, or biomedical engineering, with demonstrated work in low- and middle-income countries. Technical Expertise: Proven experience conducting health technology and maintenance system assessments; supporting pilot implementation and capacity building across multiple countries; leading stakeholder engagement and coordination with government health ministries, international partners, and private sector organizations; developing technical documentation at professional standards; and managing complex projects involving multiple teams, countries, and time zones. Language: Full proficiency in spoken and written English is essential. French language knowledge is advantageous. PREFERRED QUALIFICATIONS Management-level experience in health technology management programs.
